intresting Bob, But do you think that they have given the ok to hold more CB birds in the hopes that more birds escape? if enough Goshawks are bought and escape, espically by apprentices, then that would be free wild life rejuivination for the gov. that and since a 3-198 needs to be filed, it will keep an accurate count of released birds back to the wild, that might have a better chance of surviving the first year into breeding age. things that makes you go HHHHHHHHHHMMMMMMMMMMMMMMMMMMMMMMMM......
if you think about it, it almost begs you to stay an apprentice, unless you WANT more than one bird or REALLY want to sponsor someone. I would be happy with a coop or merlin as it is right now.
Interesting perspective! I hadn't considered that angle. My hope is that the feds are finally starting to realize that the birds are our property and not the property of the King. We bred or trapped them. We paid for them. We feed and care for them. They have no right to them. The letter i posted from Dr Allen is a reluctant indication that they are slowwwwly coming around.

Well my rebuttle to that is, I KNOW he has tried to give the care of endangered species to states. But the states dont want it, I read that michigan took it to court and overturned something which gave endangered speciec BACK to the Federal gov. It sounds like the same thing in falconry. they want the Feds to do less and the state you are homed in to do more. if the federal $100 permit goes away anybody have a problem with that???

As americans we police our selves very well. Take falconry, DDT was killing the birds for this sport. falconers took it upon them selves to fix the problem. and now thoes birds are back to healthy numbers, and some are off that list.
I have a couple of important facts to share also. Dinosaurs died, and lets just say climate change did it. man was NOT there for that. 50 years ago, or so, there was an imenent ice age, now we are over heating.
Do i believe man is hurting the planet? yes.
But there is history of the earth going thru cycles where whole species die due to earth events. I watched on Discovery channel where the magnetic poles have shifted a couple of times in the life of the earth. North became south east became west. how did that affect migration routs?
Lets clean up the real problems, like china, and other industerius countries, that produce without care as to method of production and polute with money in mind. then lets nitpick at the details.
we have WAY bigger problems that green house gasses right now,like the economy. So as long as i can go get my frash breath of air in the city i live in, i am all good.
First of all I thought the widely excepted theory of the death of the dinasours was the big bang... Secondly, why should china or slow down it's growth because we tell them they are polluting to much? We went through the exact same stage during the industrial revolution, nobody cared about pollution we dumped chemicals into rivers! There not gona listen to us while we drive around in Hummers and own multiple TV's. If we can't make an economy that uses less Petroleum and causes less pollution why should any other country strive to do better? We are part of the 'real' problem. We have a tendency to put the blame on other people, blame the government, blame china, blame canada! We all live on the planet were all in it together. Our rate of consumption is unsustainable and we need to realize that and then we need to get the rest of the world to realize it.

An unlicensed person can't hunt with your bird, but he can hold and fly your bird (not at game) short-term.
You can offer your kids... or a pre-apprentice, or your mother... the hands-on experience of handling a hawk, owl, falcon etc. Let some busy-body tattle -- it's legal by the new rules. Be sure your state adopts this good rule.

Hmm...this is very interesting. So now Red-Tailed Hawks, American Kestrels, Northern Goshawks (Alaska), Red-Shouldered Hawks (Some states) along with Harris' Hawks and more species of other birds of prey and more species of owls will be availiable for the Apprentice falconer? This sounds very exciting, but somewhat worries me. Heck, I've had bad luck with my first 3 red-tails. I don't think I'd be ready for a owl! Honestly, would an owl be a smart choice for the apprentice? I think a Harris' would be an alright bird for an apprentice if you lived in an area where you could trap them like red-tails, such as in the southwestern region of the US. Too bad I don't live there, hehe! Anyways, it will be very interesting which owl species will be made availiable to falconers. Who knows? Maybe barn owls, eastern/western screech owls, Barred Owls, Long-eared, Short-eared owls...this will open up a larger, newer region of falconry!
Just a little something on my mind. I know many falconers discourage the allowence of RS's and Gos's already, what will they think about this?
The thing I find most interesting about this is that gyrfalcon is missing from the list. That means apprentices can't fly peregrines and prairies but can fly gyrfalcones? That just seems strange to me. But being able to fly merlins and any accipiter is very cool.
It is also interesting that apprentices will be able to fly most kinds of owls including pygmy owls and saw-whet owls or even barn owls if they choose. I don't know why anyone would want to fly them but the fact we can is quite interesting.
Of course all this depends on what the states do which is something else I find concerning. This leaves a lot of room for each state to define their own limitations which means falconry will likely be VERY different from state to state. We may all end up choosing where we live by what we want to fly :-)

The big hold up on the feds side is that they STILL haven’t worked out all of the bugs of their on-line reporting system nor have they informed us how they plan to makes states use this new system (will they send us software?) No state will be able to operate under new regs until they get their regulations certified AND the feds have a functioning reporting system in place (that the states can use). It reminds me of the owner who places a treat on a dog’s snout and then keeps telling the dog “Waaait, waaaait, not yet.”

That's an embellishment also known as a cop out. The truth is that as written any state meeting the requirements and certified will have new regs take effect 1-1-2010. That is the fastest. The 'software' issue is pure BS. The feds never intended for any state to be certified and operating under the new regs until 1-1-2010. The change is good and drastic from a regs change standpoint but it's not instant.
I asked the state regs lady about any updates on the new regs.
she sent me something back i dont remember reading or being brought up. Apperently a general needs to be a general for 2 years BEFORE they can sponsor someone?
