Wow, sounds like a passage bird if it is really a red tail. Might copy and post this on that states falconry page and some others in the surrounding areas. I search different forums but haven't seen anything mentioning a lost RT. Odd it would have a transmitter on its back, sounds more like an eagle with a small camera.
We have a Michigan falconer who lost a PFRT last week, with a backpack, but no transmitter.

A passage female redtail hawk has been lost near M59 and I-75. The hawk has anklets, jesses, and a backpack on. There is no radio transmitter on the bird, as it has thrown the transmitter off. Bird is recognizable as it is missing three tail feathers. If anyone sees this bird, please contact ### ****.
I thought I had seen a Lost Hawk report recently about a PRT with a backpack on it ... Thanks Dave for following up . Hopefully someone can atleast retrieve her long enough to get the gear off if not get it back home .
