There are a few exceptions to the kestrel/red-tail only rule for apprentices. Some states allow red-shouldered hawks as well. FB flew one during his apprenticeship.
Goshawks aren't recommended for apprentices anyway I'd keep your house in the lower 48

I knew a couple falconers when i lived in alaska and to be honest i wont move back cause the hunting with a hawk is so crappy. figure in only about 2 hours of light durring the hunting season and the serious lack of small game and you have a not so succesful season.
Id seriously discourage any apprentice to not go with a gos. you can get a rt easily in alaska if you want.
