Are you free lofting him or teathering him? If your teathering him you can buy some of those puzzle like foam shop mats. That will help in preventing them from becoming more dull. If you free lofting him then you can change your perches some. I have found out that the use of a White Pine 2x4 with long leaf astro of on just the top (the 2inch portion) makes needle sharp talons. Your male RT should have no problem with just sitting on that style perch and if given a choice I bet he will chose that over sitting on a 2x4 with astro all around. I used to think i knew some things. But i'm not so sure anymore.
Don't know the full story of your free lofting arrangement. I tether my 1 x inter mewed male red tail 24 / 7. He is outdoors 24 / 7 tethered to a jump box with indoor / outdoor carpet on the floor. Two of his perches are covered in this carpet, with foam pipe insulator underneath. The highest perch, his main one, had the carpet on it but I found it was wearing out & fraying, with pulls in the edges becoming apparent so I changed it for a strip of daisy mat ( long leaf, Walmart special ). His talons are very sharp, I haven't touched them, i've never seen him bath, & he is exposed to all the elements. He bates frequently from the top perch to the floor !!
Chain link pens are not recommended for free lofted birds. However my friend keeps his bird free lofted in a mew with chain link on two sides, his bird bates to the chain link upon his approach at hunting weight with no tail feather damage at all !!

A small rotating dremmel is used for small models. It can also act as a sharpener off talons . It revolves round and is about the size of your little finger nail. It was used to sharpen EMMA's talons when they where literally cut in half when i recued her.
But i do understand the confusion, but try it , it really does work!
