I've been reading lately on kestrel equipment and the author of American kestrels in modern falconry says he uses a swivel system that is permanently attached to the perch ring and incorporates two swivels that are connected to lanyard clips that in turn, can be clipped to the jesses. Another swivel connects the two swivels and is connected to the perch ring. I'm guessing anyone who's read the book knows what I'm taking about.
My state regs (Washington state) say a falconer must have a swivel in required equipment, so would this swivel system be ok? Also, what if the bird bates? Would the lanyard clips have a negative impact on the jesses? That swivel system sounds like a pretty good idea, but some feedback from other kestrel falconers that have used it before would be great. Thanks! Peregrinator

Matt Mullenix uses that set up for all his birds, including the HH he has now. He said he has never had a problem. He got the setup from the Coulstons and they handle more birds than a lot of people combined. Here 9s a link to his site lots of useful information on there.
