As it stands Florida doesn't allow kestrels to be taken by an apprentice. So with the new regs if Texas allows an apprentice to take a Harris hawk but oklahoma doesn't could I cross state lines to hunt with out trouble? This is all hypothetical, but would Oklahoma have to honor Texas version of the regs with a Texas permit? Or would federal law supercede the state and allow the apprentice to travel into states where they are breaking state law?
It is written into the regs that you are bound by the state in which your license is issued when traveling interstate.
If you are allowed a kestrel in your home state and travel to FL then while in FL you can hunt legal quarry in FL as long as you have any additional licenses required to do so.
