how bout those personal heaters that people put under thier desks in offices. put chain link fence around it like.. 4 inches away from the heater and then mesh around that... etc.. basicly put it in the corner, put a cage around it, enough so that they cant get a foot in to burn themselves or electroction.
Not really needed for falcons/hawks that aren't desert species. If it's going to be real cold or your worried you can always put them on a block/bow perch in the house. I believe grappler is worried about Harris Hawks. They really don't do that great in real cold environments. In most cases as long as the birds are out of the draft or wind they are fine in the cold.
