I know in Canada if they are damaging yur property you can get a permit to scare them away with a bird of prey they might issue you a certain amount of kills per week. If your not in Canada it might be something to find out if you can do that.

In most U.S. states you can get a depredation permit if you have a situation that calls for it, but good luck getting one for falconry, the state of utah was going to give one to the city dump and have my sponsor and I scare off seagulls (and hunt the starling population at the dump) but it never really materialized.
i was just thinking how fun it would be to send a hawk after a few fat birds who can't fly very fast and at the same time save a little girl from getting her cheetos taken away
I do wildlife management, and have been dealing with gulls for a while. The most success I've had has been with a Gyr/Peregrine tiercel, and a Gyr tiercel. Very effective.
