This perch style isn't my idea, but I I did find an easy way to make it out of a few iron pipe fittings. You'll need the following parts. I bought mine at Home Depot:
2) 3.5" black iron floor flanges that have a 3/8" threaded female hole
1) black iron 45 degree elbow - 3/8" male on one end and 1/2" street on the other
1) black iron male threaded nipple (pipe threaded on both ends) - 24" x 1/2"
The mounts will attach to the mews window or wall at a 45 degree angle. The perch will be approximately 18 inches out from it's attached to the wall.
I made one like this for a red-tail hawk I was free lofting out of PVC. I liked the PVC pipe because it had some "give" when the hawk jumped to it like a natural branch. It held up for 2years, before I removed it.

The perches I made are working quite well. I I had to do them again, I'd likely just run a pipe straight to the floor about 18" from each window ledge. Same result, just less complicated.
