Hi,
You have a lot of courage coming here to ask for help, so I commend you on that. Just to be clear, I am only an apprentice myself and I am also still learning. However, I think I might speak for others on the forums when I say that the best advice we can give is to get out there and get involved with the sport.
No one on this forum has the authority to give you instruction on how to do things like building mews, what to trap etc, without the input of your sponsor. Your best bet is to connect with your local club and tell them you're interested. Read some books and become a student of the sport. Let them know that you have a desire to become a falconer and try and get yourself connected with a patient sponsor.
Once you've got a sponsor lined up you will want to follow their lead when it comes to building a mews and, with luck, the rest will fall into place.

I agree, the state club will be a good resource for finding people near you to help you get started. In the mean time, reading about falconry can help ease the transition back into the sport. A great resource if you have not found it already is themodernapprentice.com
Also, I would not build anything or purchase any equipment until you have a sponsor. Sometimes they are picky and want you to use certain types of equipment or build certain styles of facilities for the birds.
If you let us know what state you are in we may be able to give you a link to the state club website.
