I'd say the IL rules are pretty complicated - and reason why there aren't many interested in doing wildlife removal.
Here in IL, it's called a Nuisance Wildlife Control Permit. There are two classes - Class A, if you're charging a fee for removal - Class B, if you don't charge a fee. Regs don't mention how much the state permit fee is.
The test is pretty extensive - requiring knowledge on wildlife biologry, habitat, what traps can be used, etc. - and about a variety of animals, not just birds.
If using guns to control nuisance wildlife, Hunter Safety classes are required. I don't find a requirement for a trapping course though.
The migratory bird part in the regulations refers mostly to "pest" flock species. Of course, taking bird species that are federally protected (raptors) requires a federal permit too.

A falconry permit only allows you to possess a BOP and hunt with it. That's all. To do anything else, you need a specific permit i.e. propagation to breed, special use to rehab, banding to trap/band/release, etc.
When we trapped and relocated BOPs off Chicago's O'Hare Airport in a removal project we were doing, the Dept. of Ag Nuisance Wildlife agents held the removal permits. We were authorized to remove BOPs by them. However, they didn't have the federal banding permit, we did. And that permit was site-specific. That allowed us to capture and band the O'Hare birds we or they removed.
I don't know what kind of work you're planning on doing, but if Mass wildlife says you need the PAC permit, then you do. And a federal permit if removing fed protected species, or using raptors for abatement projects.
I think you hit it on the head. I just want to hunt with the BOP. That's why I was confused about them wanting me to have a Problem Animal Permit. I can understand a trapping license if I trap a BOP in the fall but could not reason the other. Being a pilot I appreciate you keeping the runways clear, Bird strikes are scary. although it is the canadian geese that bother us the most on east coast.

By them requiring the PAC test and permit, I assumed you were doing abatement work related to BOPs. My mistake!
NO, I've never heard of this being required for falconry. I reviewed your Mass falconry regs, and they do not require it either. Before you do anything else, I think you need to call the Mass falconry administrator and explain your problem. Do you have a sponsor yet?

A lot of states, including mine, do require a falconry capture permit. Some only require a hunting license to trap a bird for falconry. But I don't know of any state that requires any other permit than these to trap a hawk for falconry purposes.

O'Hare's nuisance wildlife personnel have a good dispersal and removal (lethal) program for waterfowl. They were shooting raptors too, until we showed them non-lethal methods for removal. Even with all the Herculian efforts to manage wildlife and birds, strikes still happen - unfortunately.
LoL, Talked with my State Wildlife agent today and it was a mistake, He said he was sending out test results to Pac applicants and my falconry test results must of got mixed in.he said hunting lic. was all MA needs to trap Bop, no trapping lic. Thanks for your time -Migisi- and No I do not have a sponsor yet or I would of bothered the sponsor instead lol. This forum is the only thing I have at the moment. The first couple of people I contacted near me in MA don't hunt with their Bop just use it for education purpose. still looking for right match.
Well, I'm glad you got it sorted out with Mass Wildlife. Re sponsor, have you contacted the Massachusetts Falconry and Hawk Trust here mfhtrust.com/ Looks like they've got a picnic scheduled in August. It's a good place to start.
