Do I need a Kestrel mews in MD?

Was wondering if I have to build a structure, beisdes a giant hood, even though I will keep the bird indoors.

I went ahead and built a large mews because I am planning on a redtail come fall. However, MD follows the federal legislation and therefore does not require an outdoor mews. You could keep your kestrel on a perch setup indoors provided you have a large enough free space and don't intend to free loft.
I think the federal section you want to read is part C of the migratory bird permits if I remember correctly.
