This is what I have been told and what I understand it to be when reading the regs. The processing fee for the federal permit is 100.00. If you send in a application and they process it even if it is wrong and they don't give you the permit or upgrade. They don't have to give you anything back because..guess what!.. it's a processing fee. The fee covers however long the permit is good for or until you upgrade. Now, the State is a different animal all together and they charge you what ever they think the man hours or time processing your permit cost them. When the new regs come out and the Feds give it to the states to handle that Federal fee will go away. I would almost bet that when that happens the states permit fee wil go up at least 100 bucks. So, those states that have the high permit fees are the ones you need to be complaining about not the Federal. Personally I would rather give them a 100.00 ever three years and get my permit in a somewhat timely manner. Then not give them anything and have my paperwork gaffed off. To give you a example: Florida does not have a state fee. It took them 4weeks to process and send my application to the feds. That is with me calling to check up on it a few times. It took the Feds one day after it got there and they faxed me a copy that day so I didn't have to wait to go trapping. I'm assuming that when Florida takes over the permit processing completely that they will charge a fee and I will gladly pay it every three years if that gets my stuff back to me in a timely manner.
