I've used a setup very similar to this one. Here's a hint for flooring...
Get a few rolls of the foam anti-slip mats one might use in tooldrawers. Cut them to fit the bottom of the bins, with an absorbent paper layer underneath.
You'll need to change the mats daily (wash and swap), but they're easier on the quail chicks' feet, and help keep moisture away from the birds. I've gotten a lot of use out of each mat before they begin to fall apart.
If you get the black mats, (avail. at Harbor Freight and Sears) they also retain warmth in the brooder, too.

Personally I hate using mats. Mutes get all balled up in the feet and you loose toes. That and the health deminishes. I use 1/4 inch square mesh. The babies do quite well on this and the cleaning is down to almost nothing.
