On my mothers hawk a few wrinkles have appeared, vertically. We've talked to alot of people but no one seems to know what it is, any idea what this is or could be from. The hawk doesn't have any other signs of problems.

I hate to double post but I've got some pictures.
We're sure that its not dehyrdation.

The scab on his cere was from early January, the hawk had crashed into a big thicket of brush after a rabbit and he got cut. It's been treated, never been infected. The cere was smooth up to about two weeks ago. There are no other symtoms.
Jake just have your mom give Dick a call or send Dawn those pictures.
I doubt it is a hood problem as I don't recall seeing her hooding the bird at the meets. Also if it was a hood problem it would leave more of a soar and not wrinkles. The wrinkles as you mentioned could be part of the skin healing but as you said they were hard that confuses me more. The cere is not really soft tissue and is unlikly to wrinkle due to healing.
As I said last night just call Dick and Dawn. Dawn was a Vet tech at Tuffs befor moving up to Vermont, she will know what to do or who would know.
