Without more info, it is too hard to diagnose. I have seen birds with those symptoms that have been poisoned, had spinal injuries, severe head trauma, and WNV. Also an overdose in some vitamins can cause those symptoms.

Yep, Salmonella poisoning. He has been feeding the red-tail chicken and no red meat. As I told FB, I'm sure the bird has also became anemic. Also, I'm sure it is because the hawk was starving, apparently the hawk has been attacking the kids face.......duhhh! Remember kids, Chicken is a NO-NO!!!
