you could make one really easily with dowel, some type of creance cord, leather, and faux fur you can get at a crafts store... make a sock out of the faux fur, stuff it with batting, seal the top with the leather, put a grommet in the leather , die creance cord to it, wrap it on dowel.. there yah go!

Poke 2 holes on each side, run a strip of leather on each side through the holes [one strip on one side, one strip on the other] so that there is a gap on the outside, then you can use the leather sticking out to tie on the meat. That make sence?

Matt, Go to page 1 of this thread and look at the pictures of the lures I posted. The lure on the right has 3 grommets in it. the top grommet is for the swing line and the 2 smaller grommets are for the food tie line. Also, when you make your lure, you might make the main body with stuffing and then make the wings out of single layer leather. That way the wings will flap like a bird. I had a lure like that a few years back.
Manok just sent me this picture and description of their lure-
It's a flat plastic/rubber, green, bone shaped dog chew approx 8'' long with a swivel attached, holes drilled through it with the cord threaded through & the plastic fasteners from the bottom of waterproof jackets which are used to secure the garnish.
