I used 3/4 EMT metal electrical conduit spaced at 2 1/2 in centers. This leaves a gap of just a smidge over 1 1/2 in and has served me well for Redtails. I don't fly Harris but I believe they would be just fine with it too.
I haven't yet got a coops, but the mew that I made for one I used the same material but spaced at 2 in centers. This leaves a gap of just a smidge over 1 in. This mew has not been occupied yet, but I believe it will work just fine for smaller birds.
Having seen the two side by side I would def recommend the first for the buteos you listed. Just my humble opinion.
I used 1/2 PVC and then used 7/16 drill on a 2x1. I spaced it 1.5 inches. Couple of screws and the hole thing comes out if ever i decide to move or rebuild.

Here is a picture of my mews. For the bars, I used 1/2" emt conduit placed 2" on center. On the left side is the bare metal and on the right I have started painting it. The paint really makes the bars less noticeable. 2" on center with 1/2" conduit has worked well for my male RT and male HH.
I used 1/2" emt at 2" on center as well. I also painted the bars matte black. And added screen at the front as well. And you cannot even see the bars from the street now.
I never would have thought to paint the bars... that's really attractive! I think I'll try that on the new mews... anything to keep my neighbour with the Better Homes and Gardens yard happy.
