Personally as a first year apprentice i wouldn't want a short cuff gauntlet for a RT, chances are it will walk your arm at some point and it's nice to have the extra protection. Not to mention i personally prefer elk gloves over cowhide. I had 2 elk gloves that each lasted 2 seasons without me doing any real maintenance on them except the basics to keep them clean and sanitary for the bird.
As far as the vest, i know a few people who have the bags from western and love them. If you want a vest, watch ebay, i got mine on there for 25$ a few years ago and it's holding up well. I wouldn't use that vest you linked to, as i'm assuming it has an open back, and if by some chance the bird sees the game in the back pocket you might be hating life for a bit.

I agree with falcon boy on the glove. I use a vest and will use nothing else. I do not use the vest you pictured, mine is a vest, not bags on suspenders, lol. Mine came from Cabelas. The scale looks like it will work to me.

Yes, it'll work. You can also visit any office supply store and look at the digital scales they have for mailing packages. You'll need to add a PVC perch to any scale you buy. Easy enough to do, but figure that material into your cost.
A) Is steel pipe okay to make a rotating ring perch with?
Usually made with 1/2 inch steel rod - tubing is harder to weld.
B) If so, what diameter and if not, what should the perch be made of?
I'd recommend 14 inch diameter for RTs.
5) How do you think this would work as a game bag?
Personally, I don't like these. I won a couple at a raffle, but never wear them. Wanna buy one? I use a Cabella's upland game vest (bought at WalMart) to carry my hawking equipment and live lure, but I don't use the back game pocket. Too hard to get a limp carcass in it without the hawk seeing. I use a simple messenger's bag with a long shoulder strap I bought on clearance at Super Walmart (in the purse section). It's big enough for multiples, plastic lined, and has a nice big flap. I can slip it off my shoulder with hawk on my fist... no wrestling myself out of suspenders. I hide game under it during a lure transfer, and leash my hawk to it while she feeds on her kill. And I can hand it off to pre-apprentices (like you ;D) to carry for me when it gets too heavy.
I wanna be sure about what I'm getting and get info from some reliable sources before I spend any money.
What is the typical length for a glove for a Red Tail? Is 13 usually about right?
My personal preferance is to go as long as possible. My girl likes to be close and will walk on my arm up to my elbow. For me, 14 inches doesn't cut it and I have to add an extra bit of leather to cover the rest. It saved my arm once when she decided to foot the glove pretty hard. It looks ugly, but it's effective.
Also for the scale and perch. I just secured a rag to the top so she has some texture to grab on to. My girl has learned to stand on the scale calmly without a perch, it's just part of our routine. She'll hop down to it and if she misses, she get up on it and settle herself. This morning she even roused on the scale. I find it pretty remarkable.

I was on a different forum and a few people said if you go straight to places like Pakistan you get the way better prices for the same equipment that you would get from a supplier here. His prices are awesome, just like people said. I have the price list if anyone wants it.
If you want on either post or PM me your e-mail. It's in an excel document that I have to attach to an e-mail (can't get it to work in a PM for some reason).
