OMG!!!! r u serious
WOOOOOOOOOOOOHOOOOOOOOOOOOOOOOOOOOOOO!!!!!!!!!!!
Remember people the state does not have to change their restrictions to match the Fed. It has to be equal to or stricter. The state does not have to allow additional birds or species, or lower the age. The only thing that will for sure change is the lack of Fed permit.

"Having considered this issue, we have opened the list of species available to Apprentice Falconers to include all species except golden eagles and national species of conservation concern"
The thing that pisses me off about the new federal regs is that they gave Masters the option of 5 birds, but kept Generals at 2. In my opinion, Generals should have been moved up to 3!! -Joby
Joby, i read in there somewhere that generals can have 3...
and guys... more regs for apprentices... (i) If you are an Apprentice Falconer, you may take any species from the wild except the following: American swallow-tailed kite, bald eagle, white-tailed eagle, Steller's sea-eagle, northern harrier, Swainson's hawk, ferruginous hawk, golden eagle, peregrine falcon, prairie falcon, flammulated owl, burrowing owl, and short-eared owl.
Now, is this all confirmed fed stuff? or is some of this just the proposed? this isnt organized very neatly IMO...

Like KB said, it is still up to the STATE to ok these regs.
one thing i was able to confirm was that the tundra pere. is coming off the state of texas endangered list.
Doesnt mean it will be trapable.
did you notice how long the states have to comly with the rules?
jan.,2014
so by Nov 08 the rules are rules, but the state doesnt have to comply fon another 6 years.
I didn't see the elimination of the fed $100 license fee that I saw in an earlier draft. I wonder if they decided that they wanted the money after all.. bummer
