(C) Substitution of Experience. (§21.29 CFR) The
department shall consider an applicant’s experience
acquired in another state or country when evaluating an
application for any class of license.

Keep in mind that falconry is still a joint venture between the states and the federal government. That will be changing sometime next year supposedly, but, for now California and USFWS work together. California may give you the experience, but, the feds may not. I have heard of it going both ways.

I know a guy that did it in California.

I still want to learn all the things an apprentice would. It only makes a difference for the Lanners.

I just had a thought, If I can't fly them, I can try to build them a big hack pen, I have the space, it's just the building permit.
