For the short-term, everything will stay the same. What was published in the Federal Register on June 6 was only the final EA on wild take and propogation.
The elimination of the federal permit won't happen until the proposed changes to the federal falconry regulations have been finalized and the states have certified that they are in compliance with those guidelines. Note: I refer to them as guidelines since each state has the authority to add additional restrictions.
The finalization of the proposed changes to the fed regs will most likely not happen until late 2007 or early 2008. After that, states have up to five years to come into compliance with the fed guidelines. So, not all states be on the same schedule when it comes to eliminating the fed permit.
So don't get too worked up just yet until we see how the changes in the fed regs play out. However, as RT suggested, it's always a good idea to keep in contact and maintain a decent working relationship with your state falconry coordinator and game commission.

Just received my falconry renewal notice,,, It says to send $100.00 fee to the Feds with a copy of the renewal... I guess the feds are still in the game.

I recieved my fed renewal also , i guess they are going to get their money while they can... I haven't received my state renewal and that fee will probably increase when the feds are no longer part of it . I hope they can justify if it does increase!!!

It's not about money. The feds don't want to do the licensing it costs more than they get.
The only reason you have to pay the fed $100 is because the state renewal. The $100 is really a paperwork fee.
The states may increase fees because they don't have any money (well CA doesn't). For CA there is an increase and it includes an increase in the hunting license fee as well. Inflation compensation in CA is automatic.
To hunt rabbits in CA with a hawk for 2008/2009 it costs $206.10, add $12.25 for new apprentice if they need to take the test.
And thats every year in California. Glad I don't live there anymore and have a 3 year license in New Mexico and don't have to have a hunting license for rabbits.

all i can say is " bummer" for the CA. hunters ,we in TX. have to have a hunting license but nothing specific for rabbits. about $70 for what is called a super combo which is a hunting/fishing license and includes all stamps except the fed duck stamp. some may have it easier and some harder i'm good with what we got... ours is yearly a 3 year sounds nice but we do have a lifetime that is worth it but i never have the $1000 come renewal time...
