In most states they are similar to each other as they are made by the USFW department, but states can make them harder if they want like Utah did.

You might want to contact one of the members of the PFHT (Pennsylvania Falconry and Hawk Trust) to get a sense for what specific books to study. I don't think the California Apprenticeship Guide is applicable to falconry in the Northeast. I studied the New York State study guide myself and I found it helped a great deal when I took the exam in Connecticut. However, each state's exams are different and it would be best if you contacted someone from your local club to see what they recommend.
There are also a few online falconry exam simulators that I found very useful for studying.
