I try not to feed pigeon unless i know where it came from, AKA a falconer or pigeon breeder. The chances of frounce and avian herpes are just more than i'm willing to risk.
I have fed wild sparrows to a kestrel without issue.
Quail, Rat, and pigeons i always gut, but leave the lungs and heart. DOC and Mice i leave whole, and never had an issue.
As for tidbit's, i usually use a chick leg, which would come out to be the size of your thumbnail or a smidge bigger

I used chicken neck. You have to use a tenderizing mallet on it to crush the tiny bones. I would cut it into thumb nail size pieces. This worked great for me, plus I have a local butcher buy and store it in bulk and it is real cheap. Oh I also strip all the fat off of it.
